I am a Cricut person, and so, I used my Imagine to create this beautiful Celebrate sign
I created the banner using Phrases. The font is from Jubilee. And those Awesome borders are Love My Tapes. I connected them using 1/8" ribbon from Offray.... if you want any instructions, please let me know. I created my project in Cricut Craft Room, in case anyone would like me to share, I'd make it available.
